UPDATE: Deputy PM: Govt works out pensioner payout mechanism

(Adds last paragraph)

MOSCOW, Aug 30 (PRIME) – After the United Russia meeting with President Vladimir Putin a mechanism for the one-time payout to pensioners was worked out, about 43 million people will receive a 10,000 ruble aid, Deputy Prime Minister Tatyana Golikova told Prime Minister Mikhail Mishustin on Monday.

“What has already been done: the Pension Fund, basing on the results of this meeting, made necessary updates to the database to ensure a simple payment without collecting applications or additional papers, according to the principles of social treasury in the way we made payments to the children, and as the president instructed,” Golikova said.

“All recipients of the pensions, both senior citizens and citizens with disabilities, the families that receive survivor’s pensions will receive help. For the citizens who receive their pensions on a banking card, the payment will be delivered as early as Thursday. Delivery of a one-time payment on the same day is an established, tried and tested practice, and on September 2, 30.7 million people will already receive their payment to a banking card.”

Golikova said that 12.7 million people who receive their pensions at home, through the Russian Post or other deliverers, will receive the one-time payment at the same time as their pensions.

“It is important that the one-time social payments will not be counted as family income and will not affect provision of other support measures,” Golikova added.

Golikova said that one-time payments have been made to 20.3 million children for a total of 202.8 billion rubles. The number of children who are to receive the cash payment should reach 20.4 million until the end of the year. As of Monday, 99.5% of the planned payments have been made.

As seen by PRIME in documents released on the state portal for legal information, Prime Minister Mikhail Mishustin signed a ruling to allocate 433 billion rubles from the government’s reserve fund for the payout.
